Montenegro moves to protect forests and boost domestic wood industry

Montenegro's Spatial Plan until 2040 outlines a comprehensive strategy to protect and expand the nation's forests while revitalising its underdeveloped timber industry. The plan calls for planting at least 5,000 hectares of new forests, restricting excessive logging in private areas, and banning the export of raw wood materials such as logs and roundwood.

Forests are described as both a "national asset" and a key economic resource when used sustainably. They are also highlighted as critical in the fight against climate change. In alignment with EU forest protection standards, the plan emphasises sustainable management, increased biodiversity, and prevention of land conversion after forest fires.

To support domestic production, measures include limiting imports of finished wood products, incentivising furniture and carpentry manufacturing, and modernising the wood processing sector. Investments in equipment, technology, and workforce skills are also encouraged.

Plans to build or restore 1,800 km of forest roads aim to facilitate forest maintenance, increase biomass use, and improve fire prevention. Lower-level planners are required to maintain the use of both public and private forests, ensuring burned areas are restored rather than developed.

The initiative seeks to create jobs, strengthen rural economies, and establish a financially sustainable forestry system grounded in ecological responsibility.
